Hats-off to the town of Del Norte, CO for their annual 'Scarecrow Bash'! It’s always inspiring to see communities that are supportive of traditions such as this.
Your posting actually brings back memories of something that I hadn’t thought about in years. In a small town where I lived during my youth, there was a somewhat similar Halloween tradition. The local merchants encouraged school groups to use washable paint to decorate their storefront windows with Halloween themes.

Yeah, I really enjoy small-town Halloween celebrations.
When Tim and I first moved to our small town in Utah school kids would paint elaborate Halloween themes on the storefront windows on Main St.—just as you described from your childhood.
However, that year (2002) a Walmart SuperCenter was built on the edge of town and since then a lot of the Main St. stores are now empty. Sad but true.

I tried to find the scarecrow bash winners on the Del Norte website, but... no luck!
All the scarecrow creations were delightful though, as you said.
